OneDrives cloud storage will secure photos, videos, files and keep them safe. The people feature doesn't seem to force scan those images locally (if at all) so it doesn't download all the OneDrive pictures for scanning. Microsoft OneDrive gives you more storage space for your photos and files. Since the Cloud-Only option is still on, the images are still added/viewable in the Photos app. The "fix" was to remove the OneDrive/Pictures folder from the Photos app. This action will download any files from. Click 'Download' in the toolbar that appeared at the top of the page. Check the box to Sync all files and folders in OneDrive, especially if you unchecked any folders previously.

You can cancel it but the Photos app just starts trying to do its job and scan for people again. If you want to download all the files or folders in the current OneDrive browser window at once, PC users can press Ctrl+A on their keyboard. Thus, all the pictures in the OneDrive/Pictures directory are being individually downloaded and scanned.
